Regional, National, and sub-national Human Development Reports are one of the main instruments to apply the human development approach at the country level, assessing development challenges and local policies in a multi-disciplinary way and proposing a people-centred participatory methodology to steer national and regional debates. Migration, domestic and international, is analyzed from different perspectives in 2 regional human development reports (RHDRs), 17 national (NHDRs) and 2 sub-national human development reports (RHDRs). In three cases (Albania, El Salvador and Mexico) migration was the central theme of the NHDRs, while in most cases migration was mentioned as one of the issues with an impact on a specific topic relevant to human development in that country or region. This paper reviews how the HD analytical framework can be applied in the analysis of migration issues, particularly in gathering and analysing data, including surveys, to convey related policy recommendations.
